Introduction
The Los Angeles Center for Law and Justice is a non-profit organization that provides free legal services to survivors of domestic violence, sexual assault, and human trafficking. Serving all of Los Angeles County, LACLJ’s primary areas of practice include family law (restraining orders, child custody and visitation, divorce and paternity cases) and immigration law (violence-based immigration relief and Deferred Action for Childhood Arrivals). LACLJ also provides clients with supportive services including psycho-education, safety planning, and referrals to social service providers, through its Community Advocates (CA) Program. Furthermore, LACLJ conducts outreach and education to community members and partner organizations on matters related to domestic violence, sexual assault, parenting, and immigration. Services are primarily provided remotely with on-site services provided at the main office located in East Los Angeles to accommodate clients.
LACLJ’s mission is to secure justice for survivors of domestic violence and sexual assault and empower them to create their own futures.
In 2022, approximately 80% of LACLJ clients were survivors of domestic violence, 42% sexual assault, and 32% human trafficking, 70% were immigrants, 58% were undocumented, and 52% were monolingual Spanish speakers. In addition, 70% of LACLJ clients lived at or below the federal poverty line, and all clients lived at or below 200% of the federal poverty line.
In April 2023, LACLJ was awarded a one-year government grant to implement Cyber Security protocols and build capacity in IT safeguards and personnel. This Cyber Security Project (Project) includes funding of up to $45,000 for a Cyber Security Consultant with a completion date of March 15, 2024.
Scope of Work
Los Angeles Center for Law and Justice (LACLJ) is currently seeking to implement cyber-security protocols that will contain administrative, technical, and physical safeguards to ensure the protection of personal information associated with its operations. LACLJ is accepting proposals from Cyber-Security Consultants to assess LACLJ’s computer systems, networks, software, and other technologies for vulnerabilities and can develop the most appropriate security solutions, policies, and procedures. The specific scope of work includes:
• Determine the best way to defend devices, networks, software data, and complete information
Perform vulnerability testing, including risk analysis and security assessments.
• Research current security standards and systems and the latest authentication protocols.
• Identify the need and cost of defense upgrades and potential integration issues.
• Implement defense upgrades
• Develop ongoing Cyber Security Trainings for LACLJ Employees.
• Provide a job description for IT Coordinator position that is aligned with the new cyber security policies and procedures.
• Provide LACLJ’s IT Coordinator with training and guidance on new cybersecurity policies and procedures.
• Develop LACLJ’s Cyber-Security policies and procedures that meet State, Federal, and Grant requirements.
Timeline: The Project timeline is approximately September 2023 to March 2024.

Evaluation Criteria: LACLJ will review and evaluate proposals based on experience in various areas of cybersecurity, such as network security, cloud security, compliance, risk assessments, trainings, and creating policy and procedures.
