Vice President for Programs for Lutheran Immigration and Refugee Service, has dedicated nearly her entire career to advocating on behalf of immigrants and refugees. Kay previously served as Vice President for U.S. Programs at the International Rescue Committee (IRC) headquarters in New York City. From 2005 to 2008 she was Director of the IRC Overseas Processing Entity (OPE) in Bangkok, Thailand. From 1995 to 2005, Kay was the Senior Director for Resettlement at the IRC. Prior to joining IRC, Kay was employed by Church World Service (CWS) from 1984 to 1995. While at CWS, Kay served as the Associate Director, and as the Deputy Joint Voluntary Agency Representative in Kuala Lumpur, Malaysia.
