Global Learning Group has an opening for a home office Program Manager, reporting to the Ron Israel, Center Vice President in the Newton, MA location.

The Program Manager provides administrative and technical support to EDC’s activities in support various funded activities.. Primary responsibilities include developing scopes of work, processing contracts, providing technical input on program direction, liaising with other EDC departments on behalf of projects and funders, writing technical reports and reviewing reports submitted by the field office, and monitoring and developing program budgets, as necessary. The position will be supervised by Program Director, who provides overall oversight to the project.

ESSENTIAL FUNCTIONS - All staff are expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. All jobs require adherence to EDC policies & procedures.

The Program Manager

? Assists Program Director with responsibilities for programmatic/technical success as well as for administrative/business/financial viability of project(s)
? Assists with production and management of resources to meet project or program development implementation objectives
? Develops and finalizes consultant Scopes of Work;
? Writes reports and other communication materials and or review reports from the field on project activities for submission to USAID, EDC and other audiences (Program Director will review Quarterly and Annual reports as well as respond to and initiate other reports, as appropriate);
? Liaises with Contracts, HR, Communications, and other EDC departments on behalf of the project and advise COP on relevant EDC and USAID management policies and procedures, especially as these relate to contractual, budgetary, security-related and HR issues;
? In consultation with Contracts, advises COP and/or other field staff on the management and administrative aspects relating to small grants management;
? Works with the field office staff to respond to requests from USAID;
? Works with the Program Director and the Chief of Party to set program direction and develop plans and priorities;
? Provides technical input into training and other materials developed by the project;
? In conjunction with the GLG Finance Specialist, monitors project budget and field expenditures and keeps COP, Program Director and other relevant EDC field staff informed as necessary;
? Serves as primary point person for project staff, funders and other organizers including providing written and other materials, representing the project at fora, processing documents and liaising with EDC offices on behalf of the project.

• Helps to coordinate work of team leaders &/or project staff who may be located in field or remote sites
• Facilitates project teamwork and feedback exchanges

• Supports positive client, vendor, and funder relations
• US and international travel required

QUALIFICATIONS - All jobs require educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; strong interpersonal & organizational skills. This position requires:

• Bachelor’s degree
• Master’s degree or equivalent combination of training & experience preferred
• With Bachelor’s degree, at least 5 years related experience
• With Master’s degree, at least 4 years related experience
• Demonstrable organizational and troubleshooting skills
• Strong analytical skills and aptitude for details
